The Marrakesh Treaty to Facilitate Access to Published Works for Persons Who Are Blind, Visually Impaired, or Otherwise Print Disabled creates mandatory exceptions to copyright for the benefit of individuals with print disabilities. The World Blind Union Guide to the Marrakesh Treaty offers a framework and concrete recommendations for interpreting and implementing the Marrakesh Treaty to facilitate the ability of print disabled individuals to create, read, and share books and cultural materials in accessible formats. The Guide conceives of the Marrakesh Treaty as an international instrument that employs the legal doctrines and policy tools of copyright to achieve human rights objectives. This vision of the Treaty underpins the analysis in the Guide, which is divided into three parts. Part One identifies the general principles that inform this analysis - emphasizing the Marrakesh Treaty's object and purpose, adapting the Treaty to changing conditions, and promoting consistency with the Convention on the Rights of Persons with Disabilities. Part Two explains the nuts and bolts of the Marrakesh Treaty. It describes the Treaty's basic structure and identifies the legal and policy choices available to ratifying countries when adopting implementing legislation. Part Three explains how to put the Treaty into practice, including by taking a range of concrete steps to monitor and enforce the Treaty that build on preexisting domestic implementation of international human rights agreements.
