The issue of policy ownership of the development agenda in developing nations emerged as an important aspect in international development cooperation during the 1990s. The issue came to the forefront in development agenda processes in the face of failures of donor led development strategies in developing countries, including Bangladesh. This book analyses the formulation process of a poverty reduction strategy paper (PRSP) as a development strategy in Bangladesh. Presenting a country specific example highlighting donors' influence over public policy choice of the loan recipient country, the author argues that international development cooperation favors a patron-client approach though apparently it advocates country ownership and leadership as it was the case in PRSP. The book thus exposes the inherent limitation of the donors in public policy choice of the recipient countries. Illustrating the influences of the donor communities on the creation of a development agenda in developing countries, this book presents a macro dynamics of the political economy of international development cooperation. It will be of interest to academics working on political economy, governance, public policy and development cooperation as well as South Asian Studies.
