Covers the regulation of maritime transport from the period of industry self-regulation beginning around 1937, to the end of the war. Produced by industry groups, government bodies, and regulatory bodies involved in regulation of shipping, as well as various research institutions and private sector companies, these were materials generated in the course of regulatory operations, and reports assembled for local and national assemblies. Policy documents and numerical data assembled for projections and results were highly confidential. Other valuable resources include the fourth government inspection (problems with coal production, mining labor and transport in Kyushu prefecture), and fifth government inspection (problem of boosting production of wooden vessels). The material is thought to have been assembled by Masatoshi Tsuboi, who worked in maritime transport regulation for the Ministry of Communications/Ministry of Transport and Communications, for an unpublished Senji Kaiun-shi(history of wartime maritime transport).
