Primary documents from the highest level of government of the Sato Administration. This includes a number of documents classified Top Secret or higher.

“Here is an invaluable collection, made available to the public for the first time ever, of an enormous amount of writings by Kusuda Minoru, secretary and advisor to Prime Minister Sato Eisaku, the longest-serving prime minister of postwar Japan (1964-1972). Kusuda, a political reporter for the Sankei newspaper, left his post to work for Sato as his principal secretary during 1967-1972. He drafted virtually all major speeches that Sato gave in the Diet (Japan's Parliament), took notes at the meetings the prime minister attended, compiled material for his use as he prepared for diplomatic conferences (including the Oslo gathering in 1974 where Sato was awarded the Nobel Peace Prize), and sought to facilitate communication between the politician and the public. In addition, the collection contains unpublished governmental documents in Kusuda's possession that have never been published. For instance, there is an enormous amount of documents pertaining to Japan-U.S. security relations, in particular the presence of U.S. military forces on the island of Okinawa. Altogether, the documents provide crucial material pertaining to the workings of the Sato government.”
