The Administrative Reform Council established as an agency directly under the Prime Minister during the Ryutaro Hashimoto Cabinet (1st meeting: November 28, 1996 – 45th meeting: June 23, 1998). This document is about the Hashimoto administrative reforms, centered on the Administrative Reform Council. (The document is owned by Tokiyasu Fujita (Professor Emeritus, Tohoku University), who was a member of the council and also served as the head of the subcommittee.)

The records consist of a vast collection of source materials, including minutes of the Administrative Reform Council meetings, distributed and reference materials, meeting documents with the secretariat, hearing records with various ministries and agencies, various drafts and memos, and fax records.

The Hashimoto Administrative Reform established the current structure of central ministries and agencies, promoted the trend of strengthening the Prime Minister's Office functions that continues to this day, and brought about a reorganization of the governing structure. This document is indispensable for understanding the actual discussions of that time. Part I contains materials from before the establishment of the Administrative Reform Council, hearings with government ministries and agencies, the intensive deliberations in August, and materials up to the 28th meeting where deliberations and decisions were made on the interim report.


Part II: Administrative Reform Council (2) JPY 400,000
Part II covers the proceedings from the 29th meeting following Part I through the 42nd meeting, which finalized the report, following a second intensive deliberation period for compiling the final report.


Part III: Administrative Reform Council (3) JPY 400,000
Part III covers sessions from the 43rd meeting through the 45th meeting, which was the final session. It also includes materials from the “Preparatory Office for the Basic Bill on Central Government Reorganization (Tentative name)” established within the Cabinet Secretariat after the final report, as well as documents from the Advisory Council of the Headquarters for the Promotion of Reform of Central Government Ministries and Agencies.
